Fomantic UI 2.9.4 — local distribution and privacy patch

The shipped CSS/JavaScript comes from the existing 2.9.4 distribution. No
upstream npm build or library upgrade was performed for this maintenance release.
The local CSS modification replaces optional remote Twemoji image mappings with
native Unicode glyphs. It makes no request to jsDelivr and retains every other
UI rule and local font reference. Glyph appearance depends on system fonts.

To reproduce on the original 2.9.4 semantic.min.css, components/emoji.min.css and
components/flag.min.css, replace each exact declaration matching:

background-image:url(https://cdn.jsdelivr.net/gh/jdecked/twemoji@latest/assets/svg/HEX.svg)

with:

background-image:none;content:"\CODEPOINT \CODEPOINT "

HEX is the upstream hyphen-separated Unicode sequence; each CODEPOINT is the
corresponding hexadecimal value followed by a space. Example:
2049.svg becomes background-image:none;content:"\2049 "
1f1fa-1f1f8.svg becomes background-image:none;content:"\1f1fa \1f1f8 "

There are 4,072 declarations in the combined CSS, 3,808 in Emoji and 264 in
Flag. JavaScript is unchanged. Do not replace or remove local fonts, notices,
ad-service configuration or unrelated URLs. The enqueue cache version is
2.9.4-vw1 so the changed CSS is refreshed.

The original/mutated hashes and Unicode substitutions are recorded in the
public asset-provenance.json beside this file. UI code's MIT license does not
replace the separate font licenses.
